Default Track Bar and Bracket issue

Hello all,

I have a 91 XJ with a little over a 3 inch lift. The previous owner did all the modifications and didn't have receipts or remember much about what was done to it so I don't have tons of info. My issue is that the track bar which I think might be a RE 1600 creaks and pops constantly. Also the hardware attaching the bracket doesn't seem to be correct. I understand it should be 2 bolts coming in from the bottom of the bracket into 2 welded nuts on the frame rail. I have 2 socket head bolts from the top down into nuts and there are no welded nuts there. The noise seems to be coming from the heim joint but I don't know if the bracket is what's really causing it. Everything is tightened down.

So my question is what's the best fix here. I thought about just replacing the joint but the bracket could be a cause. I'm not opposed to spending some money to get things right and have been leaning towards double shear bar/bracket from IRO. That said there are plenty of other things it needs so I don't mind a simpler/cheaper fix. Thoughts on this?
