Different tires hold the bead differently regardless of rim size.
So you are asking a question that does not have an answer. Unless you provide more information like what tire is being used.
Then maybe someone will have experience with that tire.
I have run as low as 7lbs with my 33 10.5/16 Techno's on 16x8in aluminum wheels. But its a completely different tire and rim than yours.
Also the terrain. I have not blown a bead, but I have jammed stick in the bead enough that I had to dig them out.

Back to the op's question. Tire type really does matter. I had the non kevlar mtz's and they would burp at 12psi but I never blew a bead. I had the truxus mt tires and they blew a bead at 15psi on the road!!!(worst tire I ever have had)
The federals I just got rid of held a bead great at 8psi. These techno's hold a bead great at 8psi. All of these tires were on my same 16in aluminum rims.

yep they are actually remolds. So far there is no wear at 1200miles on them. They consist of an old tire that has new rubber around them. I was very skeptical at first. Especially when the new rubber on the bead of the two rear tires started pealing. Then I pealed back the rubber a few mm and figured out how they are made. A pretty bulletproof tire. They use this molding crap on the sidewalls that is like iron! I don't even know if its possible to puncture one. Because its like hard goo. It does not split or tear like rubber. Pretty weird stuff. The tire is rated at 50mph. Which I have been running 70mph with no problems, its my daily driver. For an off road only tire I have never had a better one. On road they hum as you would think, and they walk alittle compared to an at or mt. But they hook up off road like a tractor tire. LOL
