Strange "dents" on exhaust pipe

To get my 96 Jeep XJ registered in CA, it had to pass a smog check but before doing so, I discovered the PO had removed the check-engine bulb. After replacing the bulb and clearing a former code for the #1 O2 sensor, I found that the exhaust pipe, where it connects to the flange at the collector pipe, has what appears a dent on both sides. These two dents seem to be large enough to cause a restriction in flow. Is this a factory thing for clearance, which doesn't seem necessary, or just the workings of a previous idiot?

I am just wondering if this restriction is what was originally causing the code to activate because the code still occasionaly returns.

Any insight would be greatly appreciated.

That dent is for clearance of the front DS, I found out the hard way by installing a walker pipe and the DS made its own clearance while destroying my header and pinion bearing.

Definitely OEM, it's for front axle flange clearance, though mine still hits it sometimes under full flex!

Mine connected with the DS because my motor mounts are crappy and need replacing.
