Default Shakles

I'm getting my new rear bumper ready for paint and I noticed the shackle mounts are one inch wide and have a inch and a 1/8 hole diameter. Are these normal?

I am more interested in what makes you question if they are normal?

They are D-ring shackles mounts and just need to clear a typical off-road 3/4" or 7/8" D-ring bolt. The 1-1/8" hole is a little big, but as long as there is enough steel between the hole and the outer radius (which yours do) then you are ok.

Does that bumper have tie ins for the nut strips or does it just mount to the stock bumper holes?

It just bolts to stock bumper holes. It's a 4x4 square tube with the ends boxed shut and a 2x2 trailer hitch. I got it off e-bay 180.00 with free shipping.

You're not going to want to pull on that bumper. I also wouldn't use the 2x2 trailer hitch for more than a bike rack. The stock mounting points do not provide enough support to actually use that as a recovery bumper.
