Default shackle relocation bracket. help?

how do you thread the bolts in the frame rail?
im in the process of making some but i just realized getting the bolts threaded into the frame rail is a bit of a snag.

im basing it off of hdoffroad design
and i found these pics in this install thread

Size: 78.6 KB

you can see that the only way to get a nut in the frame rail is thru the hole where they cut..

Size: 77.8 KB

and then they skip how to thread the bolts and just show a pic of it mounted and there instructions are to "..bolt to frame.."

well how?
theres not thread in the frame rail? and mines like in the picture where you cant get inside the frame rail without cutting it someway.

i would contact hdoffroad and ask them how they do it, but they dont have a phone number on there website...

any help is apprieciated.

for some xjs with stock tow packages your correct theres a nut strip inside the frame rail

but for those without tow packages there isnt...

and you can fairly clearly see that there is no nuts welded in the holes on the frame rail..

im talking bout the 3 bolts in a line. not the OEM bolt for the shackle.
just to clarify

It slides in behind the bumper mount. In their instructions it mentions the nut strips.
