Quest for a bumper
Does anyone offer an aftermarket bumper that is winch capable but also has a front hitch reciever? Ive done a little searching on the forums and all i seem to find is custom fab bumpers.

I don't know of any, but then again I built my own. Not real familiar with the aftermarket offerings. I see a couple options though.
1. Contact the vendor of choice and ask them to add in a receiver hitch. Most of these companies are small operations that make the bumpers on demand. Should be able to build to suit.
2. Can you weld? Fitting a hitch into a bumper shouldn't be too bad. Harbor Frieght sells a hitch tube 18" long. Cut a hole in the bumper, slide it in and brace it up.
3. Depending on location, there may be someone on the forum who could help you out with modifying your bumper of choice after you receive it. If you are near me (helps if your location is in the side bar), I wouldn't mind helping you out.

I have saw several in the past but can't remember who the venders were Andrew usually has a handle on a lot of aftermarket parts.
I know the company who made my rear bumper made one but they are out of business now, a real shame he made only XJ/MJ bumpers and would custom fit to your needs.

Only one i can think of is http://www.logansmetal4x4.com/index.html but i have heard good and bad things about them over the years so make sure you pay with paypal or a credit card in case things go south.Or you can talk to a bumper company and ask likehttp://www.rlcweldfab.com/ or http://aresfabrication.com/ http://dirtboundoffroad.com/

As Andrew said I always pay using PayPal and a credit card that way you can get your money back faster with the credit card than PP but they will go after the seller so both are a good idea. But stop CC payment first before PP if not received by date promised.
