you can get a high flow cat at a decent price if your worried about exhaust tone. where i live its not illegal, we have no emissions testing. BUT on here its aginst the rules.
i dont know of anywhere to get new down tubes with highflow pre-cats. but you can replace the regular one with a high flow. i ran a high flow cat with a stainless borla 2.5in catback and it sounded amazing!!! pricey though.

its federally illegal, It is an EPA mandated law. so as long as you're in the US, and you drive a 1986 or newer vehicle you are required to run a cat.
