DONT powdercoat. If you get a chip in it then rust builds up underneath it and spreads like cancer and powdercoat is not as easy to "touch up" infact is a PITA and can get expensive to do it right.
GO WITH POR-15 and top coat it with several layers of rustoleum. That way you have the protection of por-15 and have the UV protection of the rustoleum on as the top coat. Plus using the rustoleum as the topcoat allows you to easily sand and touch up if needed.
