Paint thinner

Would paint thinner be a good cleaner for my bumper before I prime and paint it?

NO get dish soap(dawn/ajax) & H20 wash well & go to town ...

Then dry it all off with air. Use wax and grease remover then a tack rag to pick up any loose dust dirt etc.
