Default Locked or not?

Can anyone tell by how my front wheels are spinning, if I’m locked in the front or not, I bought this Jeep stock except for the small bumper.

lift front wheels off ground. spin left tire clockwise. note rotation of right tire. If right tire spins counterclockwise, the axle is not locked.
