LED/SMD lights

can anyone tell me if 68 SMD lights will be bright enough for my tail lights and backup lights?

Depends on the emitter output, not the quantity.

How much light does EACH INDIVIDUAL LED put out, and what's the "emission angle" (cone of light output.)

"How many lamps" is usually the exact wrong question to ask on its own. Do you have an emitter in mind? A specific part? Being able to look up a spec sheet will make us better able to answer the question for you.
