I would clean the TB very well, (take it off to do a good job) clean the IAC, (be careful they are fragile), and if that does not work....swap with a known good TPS.

The throttle body is clean, the IAC should be clean as well, I cleaned them fairly well when they were removed from the previous manifold; maybe I cleaned them too much, to where it messed the IAC up a bit?
Mostly just throttle body cleaner and a toothbrush though.

theres a allen headed screw on the base of the throttle body that may need backed off to let the throttle blade seal correctly

Not the screws that mount the TB to the manifold, you mean the ones actually on the sensor?
And how do u mean "backed off" like loosened a bit?

it should be on the out side of the throttle boddy where the throttle linkage hooks up. basically what the linkage comes to rest on.

Well yeah, messed with all that, no changes...except it shifts a bit better (by a pinch) unseated and reseated both the TPS and IAC. I'm not sure what else now, unless the IAC is bad.

Solved: CCV vent hose diameter was too large letting an excess of vacuum vent to the crank.
