Default Help need a place to start

I have a 97 xj that "runs" lol other that it's in ruff shape still waiting for word on weather or not I should just scrap it or dive into it from my mechanic. What I would really appreciate from the guys that have done this before is a starting point I guess lol. Where would be the best place to start? I guess I should qualify that question. I'm not wanting to make an all out rock crawler but just a good all around offroad/mudding/hunting buggy.
Should I start with the axels and work my way to the engine? Or vice versa?
And any links to lead me to the parts would be great!

As with any used vehicle, I think you should start with the motor, and get it running right before anything else.

replace everything you can for the motor. oil, spark plugs, cap, etc. then start working on upgrading. no point in building a rig that cant run

Right that's why it's In the shop any recommendations on just pulling the stock block and putting in a long block stroker? Which would be cheaper/easier? Having the block and heads now bored and polished and then buying a stroker kit for it or just buying the long block stroker?
