"Cheap" is a very subjective descriptor.

Identify the cause before you start throwing money at parts that may not even fix your problem.

Does the steering linkage have anything to do with it?

Uneven tire wear can be caused by several things.

Worn out ball joints, alignment issues due to worn steering components or just out of alignment, worn out wheel bearings. I've also heard that worn out shocks can cause tire wear, but I've never seen this first hand.

Caster will not affect tire wear. Rather, camber and toe.
