On the springs, if you can afford it just go and get the new ones. It'll give more than the 1.5 inches of lift your looking for because they won't be saggy.
You'll probably need new shocks, I'm not sure since it's such a small step up.

Shocks
Brake Lines
Boomerang Shackles
New Coils, Spacers or JKS ACOS
SYE
Bumpstops

Adjustable control arms would be nice, but not mandatory.

Depends on the length of your leaf springs. Ideally you want your shackles at a 30deg angle minimum, 45 is better.

This really applies to all shackles, not just the Teraflex (straight).

in the long run would adding the extra 1.5 inches end up being about the same price as buying a new 4.5 in. lift from rough country or zone

Keep it at 3 inches. Spend the money you'll save on skids and recovery then do stronger trackbar, steering, and control arms. If you have money left over after that, regear to 4.56 or 4.88s and lock it. Keeping your XJ low keeps the unnecessary costs down and makes it more capable.

I'm doing the same. I have the zone 3" kit now and after running it, it's settled to just over 2". I've contacted zone and they've replaced the leafs once already, bt it's back down to where it was before.

I picked up rc adjustable shackles and 1" spacers for the front. I'll be sitting around 4" total by the time it's said and done.

I've been looking for add ons that I'll need to get in addition to the shackles and spacers, like lines ect. Thanks for the definitive answer
