Default front bumper questions

I just bought a prerunner bumper for my xj and was thinking about a couple of things before I install it tomorrow.

Where do I mount the vacuum resivour since it's inside the stock bumper?

What's that vacuum for? I've seen it also ,is that the vacum that enables the 4wd?

Mine was really easy to relocate just under my coolant bottle near the firewall. Took maybe 10 min.

Is that really all it does? Neither item on mine work so why do I need that thing, I relocated it under my hood as well, behind the battery over the coil pack.
