Default Fender question

I recently tried to remove my rear fender (dirt guard) off my 1987 Jeep Cherokee Laredo to see if I liked the look of "trimmed" fenders. Unfortunately I was thinking about putting it back on but all of the 10MM bolts broke off because of age. The backing to these bolts does not have a phillips or flathead mark they are just flat. I went to the hardware store to see what to get but they had no idea. The problem is you can hold the other end steady beceause only the part you put the nut on is visible. How do I remount my rear fender haha?

Well the hardware store wont have the stock style studs, So you just get regular hex heads and knock the old studs out.
