You guessed correctly. According to their website the design is for running up to 37" tires.

I know the guys at Notch Customs who make the X-Max flares run them with their flares and they look sick which are the flares I want but at the same time idk how I feel about the frame tie in, I'm assuming it's sufficient but JCR comes with a tie in bracket.

Correct. I understand why they designed it the way they did, which is why I mentioned that it would be great if they would make some optional returns that could be bolted on in a modular look for the 97+. The modular bumpers are HUGELY popular with the JK crowd right now, and I think a similar look would be fine on the XJs.

To reiterate, this bumper does have 5 bolts per side; the three stock bolts and two additional. There is also a reinforcement plate the goes at the steering box.
