Post Electrical Issues

I have a 2000 XJ that had a mice and wires that shorted out, i found a 98 XJ with a ax15 that i wanted to swap with my aw4. I swapped the wiring harness engine harness and trans harness. The 98 XJ had been rolled and cab was damaged also was stock. After having everything swapped over I figured would make sure everything works but the only thing that works is the brake light every when the brakes are being pressed but the headlights don't turn on, inside lights as well and the cluster doesn't light up but the airbag light comes on and goes off and the parking brake light works, don't have a radio installed, and heated doesn't turn on. i am still waiting for trans mount so i haven't tried starting it yet. in my experience i have has the cluster not work but say no bus which was a PCM issue. i have the PCM from the 98 XJ and have plugged it in even my 99 XJ PCM and my original 00 PCM and same problem. I have checked the ground points that i know of in the engine bay and the one i found inside but i didn't replace the inside harness.
Looking for suggestions what the issue could be.
