Found these at Wally World for $10:

Thought I'd mount them INSIDE my bumper, like this:

Kinda have a stealthy theme going with my Roof Lights:

Or should I just mount the new Driving Lights on top of the bumper like everybody else. Figured inside the bumper they'd be protected from Brush damage. Outside Roof lights have cracked lenses from Rubbing in the brush. But if I had mounted the light on top of the bar they'd be gone.

I've considered doing fog lights IN the bumper, but have my driving lights above since they're 6" in diameter.
Here in Pa any light above the mirrors must have covers on them while on public roads. PennDot allows (1) set of driving lights and (1) set of fog lights. I never felt the need for driving lights and fog lights seem almost useless the majority of the time. I mounted a pair of PIAA 520ATPs on the bumper and have them pointed down to act as axuiliary low beams. They aren't wired to the highs or lows, so not technically legal, but they are AWESOME.

I just want to get them down as low as possible. So I can use them on the street. But if they were put under the bumper they'll just get torn off.

Those look like driving lights to me. The best place to mount them is anywhere above the bumper. I have a set of KC Hilites Driving lights mounted up on my roof rack and they're great up there. Driving lights are meant to supplement your Hi-Beams (thus requiring a high mounting place).

They are driving lights.. I don't want them on top of the bumper. They just get ripped off, by trail brush, mounted there. Beside it's only going 5" lower, kinda puts them back at stock height. They will be independantly switched from the running light circuit. So I can use them with lows and highs.

Roof mounted lights aren't always prone to getting ripped off by trail brush when mounted the right way. I have mine mounted on a roof rack, not the cross bars that come stock on the XJ. Mine are mounted low on the rack with the brackets mounted horizontally.
As for reasons not to mount the lights in the bumper, all I can think of is if you have to push anything or scrape your bumper on the trail, your lights will get smashed up. Other than that, you're good to go.

That can be a big "if" though.

He could also try making some rock guards out of wire mesh or something. it wouldn't be hard to try either option really.
He could always mount those lights an inch behind the bumper cut out lexan to place in front of it. and have the lexan fit flush with the bumper. It would keep the lights a lot safer.

I assumed he'd recess them into the bumper at least a small amount.
I was more aiming at the lights mounted above/on top of the bumper needing protection. Building mini cages around them if needed.
