He "converted" it to a 3-link by taking one of the uppers off, which is a VERY bad idea with stock arms. 3-link, short arm and stock bushings don't go together at all. You will bend that arm in no time.
My advice is to either slap on the other upper or upgrade to much beefier aftermarket ones (there's a reason why they sell short arm uppers in sets of two). Or if you really want to stay with a 3-link, convert to long arms with solid joints at the ends of all the arms.

I get my Stock uppers tomorrow and was curious if this is going to fix the problem. Right now I can't drive faster then 45 way to scary lol. Also Does anyone have pictures of know If Its suppose to have a front sway bar and if that would help with the problem?

All Cherokee's come with front sway bars from the factory but that mainly deals with body roll on corners. I used to run my old Cherokee without the sway bar connected on the street without really any ill effects (I didn't take corners at like 50 though). Your best bet would be to install that second upper and see how she handles after that before dumping more money into her.

I have I 99 with I think about 3.5" lift. I just got a set of rough country lca from a friend and wad wanting to know if they will fit. Right now it has the stock lca on it. Any help would be appreciated.

I got the upper control arm today and had to do a little mod and make it a little longer. I think stock ones are about 15 inches from bolt hole to bolt hole. I had to add 1 3/8 of an inch so it would fit. It doesnt swerve when i hit a pothole anymore. not I just get terrible vibrations as soon as I hit 40mph on? Any ideas? Running 33x12.5x15's maybe out of balance?

sure are! i just end up looking like an ***_ole when i try and help out around here. cherokee people dont like being wrong.
but i can tell you, your upper control arms should never be different lengths. you have to force the axle back into place to get it to line up. there are all kinds of forces pushing the axle away from its orig position.
ratchet straps or a come-a-long will be your best friend here.
with your one side lengthened, you are prob binding the front d-shaft and that is causing your vibration. fix the control arm problem again (correctly)and see if the vibration is still there. if yes....pull your d-shaft out and see if it still vibrates. if it does, hit me up and i can walk you further thru diagnosis.
if the vibe is not there, well then you found your vibe.

Its the same length on both sides. I had to buy a stock upper because the PO took the right side off for some reason. The Left upper was 16 3/8 and the stock upper is 15 inches, So I had to extend the right one to get it to fit. But I will take out that driveline and see if it still Vibrates and goes from there. I appreciate your help.

no prob. now you need to get an alignment to get the correct castor and pinion angle and that should fix your vibe. check your u-joints first.
