bigger tires without cutting
i have 1997 xj with 3 inch rough country i want to get bigger 32 tires if i removed the fender will it fit? if not what it my best option without cutting?

assuming you meant removing your fender flare that should help. I didnt have any issues on stock wheels with 3" on 31's but i did rub on my LCA's. Now that i have 3.75 space wheels i rub on the bumper and on the fender flare when turning sharp

Without any cutting at all you will be very limited on your flex for off road use, like pointed out above the fenders are not the only things that will rub.
You need the proper BS on a new wheel and lower control arms. For a 31x10:50x15" tire you need a 15x8" wheel with 3.75-4" max of BS. The wheel needs to be at 8" for when the tire is aired down for any off road use to hold the bead properly.
I ran both 31 & 33" tires with a 3" lift but did trim to get where I needed to be and for the flex required the main reason for a lift in the first place.

32 x 10.5 would be easier to fit than 32 x 11.5. Have you considered 265/75R16 load C tires? There's several good brands in that size. There's also a few good brands in 32 x 11.5 R15.
With either of those tire sizes I'd recommend an 8" wide wheel with 4.5" BS. That would offer enough clearance and 4.5 BS works reasonably well for good steering and keeping strain low enough on steering and wheel bearings.
There are a few brands-models of wheels in 15 x 8 and 16 x 8 with 4.5 BS. Check out wheels at SummitRacing.com and AEV. At Summit you can shop for wheels by their specifications.

Round lower control arms would help tire clearance. I like JKS LCAs.
I'm assume that you're using your stock front sway bar. Quadratec sells relocation brackets for stock front swaybar that claim to increase tire clearance and give more articulation offroad (or at least more droop). Those relocation brackets are instead of longer links. If you have longer links then I don't think you can use swaybar relocation brackets.
