Bigger springs or smaller springs + shackles?

Bigger springs or smaller springs + shackles?
I think I am pretty well set on buying Rustys 4.5" Spring Pack Kit for my XJ.
One thing I am not sure of though.
They offer a 4.5" Spring Pack or for $40 more they offer a 3.5" Spring Pack and 1.5" Shackles.
What does one have to offer over the other? Is there something that the 3.5" + Shackles would do different (or better) than the 4.5" spring Pack by itself?

Shorter springs, shackles, and no lift shackle relocation brackets. You'll be able to get your shackle angle in a better place without having to lift your jeep 5"+

Jared hit the nail on the head you need the shackle relocation brackets they make everything work so much easier and never have a shackle limited by its swing of the stock pocket.
