Yup, most lift kits don't really come with everything you need. Ideally you would want to replace all the suspension components so it all works properly. In the meantime you could just get the springs, then save up for control arms, track bar, etc...
Not all of that is needed, but you said "best". The best is not getting by, the best is everything you need plus all the bells and whistles you would want. Have you researched this thoroughly? Why Fox shocks and not Bilsteins? Give us some information and a budget. Because the best is not cheap.

I am sorry, i misread your title as "best" not "budget". If you are on a budget, why do you want a shock that is expensive and not as suggested as bilsteins which are cheaper? Shocks should come first out of what you wrote down, then brake lines, then disconnects, then arms.

The thing is that I rushed and all ready bought the fox shocks yesterday from quadratech ... I don't know what was I thinking!!!
I just thought that I could install the shocks in my car without needing A proper lift kit !

Cool looking XJ man. One suggestion, I'd get rid of those hood spacers and get some vents or a cowl hood. If you ever hit anything head on, that hood will fly through your windshield and do bad things. And yeah, if the springs you have on there are too stiff, just get a spring pack lift with coils and leafs, and then add control arms, sway bar links, brake lines, and track bar later on. You're already lifted 3 inches anyway, so you know your XJ can deal with the height change. Also, what kind of shocks do you have on there right now?

You're right about the hood spacer. It is dangerous, but it really does cool the engine down, I will remove it soon
I will take your advice, and do it all step by step
My shocks now are the yellow nirto charger
