Barely 4th gear. 1500 rpm?

Barely 4th gear. 1500 rpm?
So when I got my 96 cherokee I had the transmission problem with syncros and that. Since then I've had it nearly 2 years and 3rd and 4th seem to have no difference in ratios :/
Also sometimes when warm going 45 mph the trans goes into super low 1500 rpm and stays like that until it downshifts easily and never goes back.
That's not 4th is it? First auto jeep I've owned so I have no idea.
