Anything else for MPG boost?
I really feel tang one I added the basket I lost a few MPG. Aerodynamics definitely play a part. XJs are already very boxy, and adding a basket definitely creates more drag. I'll definitely look into those skid plates too.

I wouldn't use a chain off road at all,Its better to use a strap or tow rope,Because a chain don't like being yanked on over and over it can snap and whip around.A strap or rope will stretch before it gives so you can yank on it all you want.

I second the fuel injectors. Get a set of 4 hole injectors, remove the roof rack, etc.
I'm not at 4.5" currently at 3.5" but I run 31's and I'm getting about 16mpg highway. I don't do a whole lot of city driving. I can do the 300 miles per week for work on a full tank.

I will 3rd that. Do you see any scratches on it? Nope. Typical JK problems (mall crawler). If it was an XJ, that sucker would be beat to death! All joking aside, that does look pretty nice and seems like it would do a good job.

Clayton offroad has a belly pan kit if you use their lift kit parts,And tnt customs has kinda a belly pan crossmember for their long arms anything else will be up to you to make.

it may not seem like it, but that roof rack will kill your mileage. i documented mine to kill 3mpg on average, and worse when running straight highway. I just ran without it until i went camping, then threw it back on. it got me an extra 50 miles to a tank.
