i have a 92 jeep cherokee and in the morning i will turn the key and the fuel pump will not turn on right away i will have to leave the key in the on position for 25mins to an hour before the fuel pump will turn on. slightly before the pump kicks on all the relays under the hood will start chattering. things i have replaced are...
fuel pump,lines and filter
gas tank because it was rotted
ground straps and battery wires thought it might have been a bad connection
has a brand new battery.

before fuel pump kicks on it will turn over but it will have no spark and the fuel pump wont turn on. any ideas?

 

Does that year have a starter relay under the hood passenger side? It's a rectangle box with a bunch of wires hooked to it.
