Just last week I bought a set of Hercules Trail Digger M/T (33x12.5/15) off Amazon. $192 per tire with free shipping. $768 total. The great reviews on the forums, low price, and free shipping is was too hard to pass up.

If it was me, I'd swap out your LP (low pinion) Dana 30 for a HP (high pinion) axle. Dana 30's have a carrier break, so you'll need a carrier for 3.73 up. Next figure out what your rear axle is, hopefully it's a 8.25. If it is a 8.25, there isn't a carrier break. Then, decided how deep you want to go as far as gearing. Buy your gears and install kits. Find someone local who is reputable to set your gears up for you (I'm assuming you've never done gears before). Simple!

and x2 on the summit wheels. im running theyre 15x8 d-windows with 3.75 back space. no rubbing!
I have a 3.5" RE lift and 31" goodyear duratracs that I just put on today. So far I love them and they sit nicely under 3.5 inches, and if your not looking to regear then it's a good size. They'd definitely fit on stock rims too, but you might rub a little on the control arms at full lock and it won't have that "wide stance" look as much. 33's would also look nice and if your looking for a good quality rim that doesn't break the budget, check out Cragar Soft 8's. I believe Summit has them for the best price at only $58 a piece

I understand the whole law enforcement thing though. You could always get some flares
havent seen any flares that were understated enough...bushwacker style with the fastener indents look too fakey, like fake beadlocks
same goes for the wheels, the stock xj grizzly/eccos in dark grey are beautiful...and cheap at the wrecker

Get 33s.
My first jeep got 31s, 2nd jeep got 33s, last jeep got 35s.
Id never run 31s again, they just look too damn small.
I ran 35s on my 4.5" lift and wouldnt have it any other way.
