Default Windshield Wiper Arms

Random question, but I can only seem to lift my windshield wiper arms about 4 inches above the windshield. I have to hold them up with my hand when washing the windshield, which is kind of annoying. Is this normal?

Here's some pics of what I mean:

Anybody know if there are any replacement wiper arms that you can install that can go all the way up while trying to clean the windshield?

Yeah mine only go up part way like that too. I never really wash the windows so its not a huge deal for me though lol. I did rain-x them once but that was when I had the wiper blade completely off.
