The prank I have pulled on my buddies car is to take the valve stem cap off and then insert a small pebble into the valve stem cap, when you screw it back on it will open the valvestem just a little causing a slow leak, I had my buddy swap tires on the right rear of his car 3 times before I told him to check the valve stem cap.
( we have a ton of extra tires around so he never payed to replace them thankfully but it was great fun watching him get all pissy because his tire kept going flat)

I'm pretty sure the potato will just shoot out. We stuffed a glass snapple bottle in my buddy's Suburban tailpipe and it was scary when it shot out. At first it stalled it out because we lubed it and crammed it in there. Then he put his foot to the floor and turned it over. After it started, he pumped the gas a few times and "Phoom!" That thing shot out so fast, I think it would have broken our legs if it hit us. It ended up traveling about 20 feet away and smashing on his neighbors porch. It took but a millisecond to reach it, so if you start cramming potatoes up this guys tailpipe make sure there is nothing in the line of fire that you don't want damaged.

Im not a big fan of messing with someones car unless it is all in good fun. We have played tricks on each other over the years from handmade bumber stickers (just some tape) with a saying like I hate police officers. We have done the plastic wrap before but thats only funny for a few minutes. You could get one of those license plate frames that say something like "cowboy buts drive me nuts" after all how often do you actually look at your license plate?
