I have NEVER seen this and I want one, how did he do this !?

Just lay it on them and put a a bolt running through to your crossmember holding it down. But I wouldn't put it up there.

Why not ? My spare is just 235/75/15 and it's the alloy classic wheels like in the pic ? Isn't the roof rack rates for 200 lbs evenly distributed ? It's only like 30-40 ?

I seen one on CL but don't remember the brand. You could use a jbolt and factory wing nut an plastic hub spacer.

I used to keep my tire on the stock bars. I scooted them close together, and strapped them through the rims and around the bars with ratchet straps. I originally used a set of u bolts but they made alot of noise.

There are companies that make a mount but I put my old 33 up there for one ride and hated it. Caught every tree branch and made mine even more top heavy. I used a tire carrier from a wrangler bolted to my cross rails.

Just go to a picknpull and get a wrangler spare tire carrier or one off an suv with one and just weld it on the rack
