If you are going to the JY to get an upgraded intake manifold, you might consider doing a bit of work to it to improve it even more. You will also have the new engine that you can work on before you install it.
Port-matching and polishing the intake and heads can result in better fuel economy and power and all you'll need is a bit of elbow-grease, know-how and some inexpensive tools that you probably already have. A dremel or a drill, for example....

Is the rest of the Jeep stock? Consider the following: - The OM617 is a nice engine for an XJ but it doesn't make a ton of power. Parts availability for a 40 year old Benz diesel isn't exactly like the venerable Jeep 4.0 - The OM617 is a front-sump engine. This means that the bulk of the sump collides with the front axle. If you don't already have a lift, you're looking at going up 3" just to make it fit. 2" can be done with signifcant fabrication to the front end. If you hadn't done that already it's probably a game changer for a retiree's highway vehicle. - Towing 2000 lbs on a regular basis with a 4.0L will leave you wanting gears. That's some bucks to do properly. Your most cost-effective option is a good used engine with the next deepest axles. If you were already budgeting a rebuild, I'd expand the scope into a MILD stroker. More power out of mostly the same parts with mostly the same reliability. No cam, no valve mods, no computer nonsense. Crank, rods, injectors, throttle body. This is the "poor man's stroker". You'll get more power and it can be serviced anywhere, or at least the parts can be found all over North America. Don't forget to tune up your brakes and add a transmission cooler!
Well said this sounds like the best bet in my opinion I plan on doing this soon.

Port and polish is an old school hot rod trick. Years ago I remember reading an old Hot Rod mag test and it showed minimal gains at best. Still, worth doing as all it costs is time.

First, that description is pretty weird. 240 to 280 hp? There's a 40 hp variation in the power they get out of their engines? If so, something is going seriously wrong with some of them. I think the likely explanation is that they have no idea how much power their engines are producing, and I would be surprised if it were anywhere near what they claim. Furthermore, they're listing that motor as a 4.0L engine, not a 4.6L or 4.7L as is usually the case with strokers making that much power. I don't think you would actually receive what you're expecting.
Second, they don't have many reviews on line, and the few they do have are either complaints or lawsuits. Even if there were no negatives, there's no way I would buy an engine from them after reading the odd things on their site unless they had a good reputation. They don't.
If you want a higher horsepower engine, buy a stroker from one of the established builders with a decent reputation. For another $700 you can get a 4.6L from Golen. I have one in my 2000, and I know it can output 274 hp because I have the dyno sheets to prove it instead of just some weird vague claims on a website. Plus I have a 100K mile warranty. There's also a Mopar 4.7L stroker that has similar specs for about the same price.
Or just stick with stock, but from a reputable builder. Those guys you linked just seem too hinky.

Many thanks to you extrashaky for doing my due diligence. Your concerns were among those I was going to ask about. I can cross these guys off my list.
