im havin sort of the same issue but yours will at least turn over. my 97 xj 4.0 I put the key in and it beeps I turn the key and I loose power to everything, turn it back off and it slowly regains power, but the same thing happens when you turn the key again. now after changing the ignition switch I got no power at all.

my question about your jeep is what kinda power you getting out of your battery I could be low from possibly sitting or just a current draw. also the terminal corroding can really put a damper on current to the starter

Check all of your grounds and connections. My starter was starting to run slow and one day it would only click. I though that the solenoid went out or that crud had built up inside the starter. I know that you said that you replaced the starter so this doesn't apply to you but my wire to the starter was loose.
Just check all of your connections and it's a good idea to refresh all of your grounds. Our XJ's are finicky when it comes to the electrical circuits.

maybe a crank position sensor. but first check and clean the grounds.

As Cruiser54 always say

RCBRC
refresh connections before replacing components.
