Default rough country shackle sleeve is garbage

i was torqueing these rc shackles down and noticed it started bending the mount so i pulled it out and found the sleeve is just crushing. it wasnt even taking much pressure i was gona torque it to 90 ft lbs like my book says. anyone esle have this happen? and is there any reason i cant just use a regular piece of tubing to replace these?
