Rare cherokee or chop shop creation??

Any ideas? Its for sale locally... The green makes me think forest service or something but the engine bay is also green so who knows. Also see that lift shock dangling on the back.

Home made and rough around the edges,And you gotta remember forest service is gov and they only buy the cheapest stuff they can.Even single ex forest service pickup i have seen was power nothing rubber floor maybe a radio and your lucky if it has a/c.
