one is for use full time on any surface, the other (part time) will get better traction off road, but will damage your transfer case if you try to use it on dry pavement.
Full time can be used on the street due to the differential in torque split which is need so the tc doesn't bind up. In normal off roading there is enough slip to avoid that. In full time you have around a 55 or 60 percent torque to the rear and the rest to the front. In part time you have a full 50 to the rear and 50 to the front for better traction. Of course 2 wd would be 100 to the rear.
The full-time can be fine but if you got part time/full time combo like on the 242 tc then by all means I'd use the part time in the rocks and slow stuff. Cruising down some general rough stuff or muddy roads full time should be fine or if you want to smooth out the bumpy fire/all weather road then full time again.
