I had Maaco, I know bad idea, paint Cheyenne ('99 XJ classic) green over the stock gold color. Boy did they F it up! after a third time of sending her back to the shop for them to fix what they messed up my wife convinced me they are not capable of doing the job correctly. Now after almost a year I have paint chipping on the tops of my wheel flares and back bumper. Is there anyway that I could strip the top layer of paint myself to help lower the cost of having her repainted?
Thank you for your help.

Sandpaper. Lots and lots of sandpaper.
Start with an aggressive grit, sand the whole vehicle, then switch to a finer grit, and repeat, switch finer again, repeat...finer grits use wet and dry paper, and rinse often to avoid clogging the paper. The more prep you do, the better the paint will come out.

If you're made of money, you can buy a laser surface cleaner. Or maybe find a shop in town that has one.
Failing that, what he said. Sandpaper + work.
