If the "wood" is in good shape, I'd say leave it and as GRANDLICH stated, it's just part of the Wagoneer. My dad has an 82 that the wood stuff is peeling off of. We want to find something to match it so we can redo it.
It's in poor shape and has some overspray on it. If I leave it I will redo it but the cheapest I have found so far for the vinyl is ~125 and I would need 2 rolls.
PS: Maybe one of those compaines that shrink wrap busses with ads can make you some new wood grain pretty cheap. I'll bet there is one of those places righ around the corner from you based on the photo location... :-)

If its in bad shape take it off... Use a heat gun and it comes right off with no fuss.
I don't like the fake wood look, but if you want to replace it the car wrap idea should work great. That way they can put it on for you. (a piece that big is harder to do than you think.

Don't paint over the vinyl - paint won't stick very well.
You can probably get replacement "woodgrain" kits from TeamCherokee or Morris for a while yet. To remove the stuff, use a heat gun to break down the glue, then use a solvent to remove leftover glue before you prep for paint.
