Yeah once your clear coat is gone your paint is shot,Its best to sand it to bare metal them prime and paint and clear last.The little cheaper way is to sand the clear off fully down to the paint then prime over it and paint it.With it being a hood its gonna be hard to make it look good from a rattle can it kinda needs to be sprayed with a paint gun.Or say screw all that and plastidip the whole jeep which is still about 500 bucks but cheaper then repainting it fully.
