Get a mechanical gauge and make sure your readings are right.

Is it knocking?

Does it have oil in it?

I'd start with an actual mechanical oil pressure tester.

What's the coolant look like?

What color is it?

What's your dog's name?

Ok so I checked my pressure with a mechanical gauge and got the same readings as my dash gauge so any thoughts on where my oil pressure is going?

No. There are differences in the engine through out the years, and you can not use a 2001-04 WJ or Wrangler 4.0 in an XJ. It would be best to find an engine that is from the 99 and a half to 2001 XJ. You can use a 91-95 4.0 with some minor fab work.
