Cool lifting on a budget

im on a tight budget im getting around $800 for my taxes and i want to get as much as i can done... i want a 3-4" lift with some 31's and some soft 8s.

any suggestions as to where i can get this stuff for cheap?

should i look for it used? are used lifts worth it?

thanks for your help, jon
