Lift options
I'm trying to decide between a rough country 3" lift or a rubicon express 3.5" lift, my only problem with the RE is that it doesn't come with new shocks. Do I need new shocks? And what's the downside to picking a lift without new shocks

Technically speaking you could get away with a 2.5-3 inch lift with stock shocks, but once you off road a bit they'll die a very quick death. You can buy shock extenders/spacers for up front if you want (or make spacers yourself which is what I'll be doing next year) - but really you should just be getting new shocks. You can do a few different things for rear shocks as well to not need new ones, but again - I'd suggest just getting new shocks, as most people here probably would suggest as well.

Technically....you're dead wrong.
The stock shocks are designed and sized for a 100% stock suspension.
To the OP, RE kits are available with shocks...
