Default Krylon rust tough? Does it work

I just got a saffari roof rack clone with 4 round working hella's on top for only $40. The only problem is that there are 3 cross bars that are pretty rusted. I managed to take off the paint and some of the rust and the metal still has structure. I sprayed one with this stuff and i just want to know, does it get rid of the rust that was already there?

It says it does, but i just want to know from anyone who has used it. After a coat of this then id put primmer and then paint.

yea just sand off the loose rust. i did my bumpers with it too,i sanded off all the rust i could, i did a crappy rush job the first time on my bumpers with dupli-color bed liner and it all peeled off and rusted pretty good. so i redid them with rustoleim <--- spelled wrong i know) lol, anyways rusty metal primer and then the hammered look black paint.
