Sounds to me your expectation was unreasonable. If they have a policy of manufacturing to fill orders and it's stated on their website you need to fulfill your end of the sale and allow them to fulfill the order. By placing your order you agreed to those terms.. even if you couldnt be bothered with reading the policy..
You got bumped up on the outbound order list instead of cancelling the order, what most vendors would do in the current economy. So instead of being happy your order was expedited you continue on to bash this vendor with this thread.

Directly from JCR's website. Note that days are Business days.. thats 2.5 to 3 weeks lead time just for manufacturing. Then you have shipping.

If you order a custom bumper and they have started on any part of it, even if it is just the bolts, they don't have to return the money. Ordering custom stuff is like that. It is too bad it took so long, but that is the way shops run and no one but very large companies keep inventory, and they don't keep much because it is so expensive to do that in todays economy.

Dude, you gotta start using punctuation. That took a while to actually understand what you were saying. JCR is high quality in the offroad world and seems like it's worth waiting for. Maybe they should have got back to you quicker, but it's a small business. Nothing is readily stocked and is built when you order. If they send it to you and you don't get you're money back after purchasing the other bumper, you can sell it to me for half price and take more than 2 weeks to ship for all I care
Not trying to bash you, but these guys are custom making these bumpers one by one. It's not like they're being pumped out of a machine. They're making each and every one by hand on request.

As has been mentioned they are a very small operation and only one of them does the bumpers. They were recently running a tax refund sale, so you've got one guy backed up for a month making bumpers night and day. I think your expectations were a little off. Should they refund your money when you ask? Depends, there are always 2 sides to the story. The fact that they bumped up your order ahead of all their other eagerly awaiting customers and were willing to do whatever it took to make you happy says volumes about them as a company.
Good thing you didn't order from AJ, he just had a fire and is backed up as well. You'd have had the same problem there. Maybe you should order from Terry at RigidCo, his wait time is only like 4 months - I'm sure you're patient enough for that.

I got my return the last day of the sale. Then my computer crapped out during order process, and I couldn't get them on the phone. The next Monday I emailed right away and he honored the sale price. At that time the site said 10-15 business days lead time. Only 2 more weeks and it should be ready to come to me. I can't wait. They are good people in my opinion. You need to read the fine print before ordering, its your fault, and I don't think they owe you anything. In the mean time, I will continue to beat up the factory bumper

Not sure what kind of custom bumper your looking for but I just had FrankZ a member here out of Colorado build me a tube style bumper. From placing my order to shipping was right at a week. He will ship it monday (3/29/10) so I'm guessing I may see it by the first of next week. 5th or 6th of April. I got one of their rear bumpers for my sons XJ. It took 4 weeks, just like they told me it would. The bumper is bulletproof and great quality for the price. I have NO complaints.
Your e-mail last weekend (9 business days after your order) said "If I can't have this bumper in two weeks (10 business days), cancel my order. Brian worked extra hard Monday to make sure it would go out that day (10 business days) and it shipped. I'm sorry we saw your Monday e-mail AFTER it shipped, but that was the case. That e-mail stated "Just cancel my order, I bought another bumper."
