How do I start a thread and add Poll options?

How do I start a thread and add Poll options?
When I select the option to add a Poll, it doesnt let me add the options for the poll. Do I have to submit the thread then I can fill in the options for the poll?

Right above your first post is a sub menu button that says thread tools, click that, then click add poll on the drop down menu

I went to the test section to try it out. it immediately gave me the ability to add poll options when I selected "add a poll to this thread" at the bottom of the page you create the thread on.
You can also do it the way you mentioned. Submit it, then add the poll after the thread is published.
