i need help just bought a 2000 grand cherokee limited addition, and it looks like the timing chain is either bad or the tightner arm

My neighbor is a good mechanic but he has never worked on an over head cam with 3 timing chains. so we dint know how much slack should be in Chane. I bought this from some friends and the mechanic, that they had said it would need a new motor because of the noise it was making in the engine. we pulled the valve cover off and you could push the top of the Chane against the top tithner arm and a was wanting to know if this is the way it should be or if the chain is stretched or if the tithner arms are bad. I had to pay 500.00 for this and it is loaded and no dents aor scratches.my dad told me that i was crazy. there are only 3 of these in the state of Ohio,and i am 1 of them. I did find a place on ebay they are out of Detroit that can build one for under 2500.00 and would be done in a week and delivered free and a 5 year warranty.

Well change of plans just checked on chain kit and it was 589:00 dollars. i found a guy in Detroit that rebuilds them and i can get every thing for about 2250 with a 5 year warranty so thats the way i am going to go.
