I haven't owned an XJ long, but I get as excited as you do about how awesome and personalized you can make them. With that said, owning one of these is a marathon, not a sprint. I passed up a ton of them to find one that had most of what I wanted. I went out of state for it, which was a pia, but ultimately worth it. I paid 4800 for a '99 with 110,000 and no rust. But, it was original and a 15 year old vehicle is a long term investment.
Hours after buying it, driving home on the turnpike, my son told me his window wasn't working. On day 2, my window stuck in the down position. 150 bucks for mine and his only works 3 days a week.
You said you're looking for a full time car, so you can slow down. Focus on what your buying first, like differences between certain years, the vehicle's condition (e.g., rust, etc.) and mileage. Drive it for a while and let it tell you what it needs. Ideally, you want to build a solid platform to start modifying. I completely agree with Salad here, too. Read, read, read. This forum and others are absolutely indispensable resources (and fun) for these vehicles. For instance, I read on tires for weeks before deciding. Same with exhaust and cats, oil, plugs, batteries, etc.
Definitely don't buy unless they let you take it down the road to have a reputable mechanic look at it.

Rear bumper does come with a 2" receiver and it is short, maybe 5". A separate hitch can also be used.
I seriously doubt the bumper has the same 'tongue weight' capacity as a Class III hitch, due to it's configuration. But it does have the framerail tie-ins for pulling.

So, I left the comfort of my home today to go look at the Jeep in the OP. No. I hated it, Gauge cluster didn't work, the tranny felt off, the brakes weren't as nice as I'd hoped, and over the owner of the place was a bit of a jerk, didn't like him or the place.
Decided to stroll down to the older Hollingsworth, with the older gentleman, and he was more of a nice guy, went out on the lot and looked at a green Classic. Now because it's not online I don't know much about it. As far as I know the mileage is about 180,000, and that the tires are 16 and not stock 15s.

here's mine 2 inch lift under 300 dollars Shipped,Light bar $100,extra stock rims $100,push bar on Stock bumper $100(Had to modify,Because Quadratec said it fits stock,but Don't)...Wheel spacers on ebay I forget ..Under $60 maybe and 31''Tires $60 for two used $300 for two new ...There ya go(also lights at walmart $40

2 inch you won't have to mess with Control arms, or anything.I just put it on and everything else is stock.Three and a half you'll have to worry about angle on shaft and longer front sway bars etc...

If I go with the green Classic, which I see no reason not to, I won't do a lift for awhile. It sports 16s already. So I wouldn't need my higher at that moment.
Also I realized these things drive like trucks. They remind me of the Ranger my father owned, and the hoods on these things is looooooong.

One more thing once you " lift it" two things will happen
One jeeps will start coming out of the wood works and you'll see them every ware
