Gm started in 95 as did quite a few others. In fact in the AZ emissions testing centers they have a line specifically for 1995 and up.

 

I see. Rhode island laws are a little different then because every 95 i have ever inspected has had to be dynoed. Maybe its their way of not playing favorites sort of speak. Even though obd2 is SO much easier

 

My 88 has an emissions light, it's never gone on yet but when I got the Jeep it had a black yet see through (if that makes sense) box said emissions on it in the glove compartment. Maybe that's what it's for? I think they are located behind the kick panel on the drivers side. Looks like this

It's never gone off because there's no way to trigger it. It's mechanically set to go off at 82,500 miles. It's nothing more than a dummy light reminder to change the o2 sensor.

OP my bad, I forgot it's a "Emiss Maint" light in Renix era XJs, changed over to the "Maint Reqd" light in the high output Cherokees. Regardless it does the same thing. There's no way to set it off aside from rewiring the light completely. Have it inspected somewhere else if they won't pass it.
