I think the tiny bulbs behind are about to die or have died. Are they easy to get at? I found some threads on replacing the bulbs on the wiper switches but not the climate control

Yeah climate control is straightforward. The worst part is unplugging everything on the back. The plastic tabs on the connectors can get quite stiff over the years.
Remove the trim piece by grabbing at the bottom on both sides, where it meets the center console. Pull straight back (towards rear of Jeep). Clips will pop out, the whole thing is hinged by some plastic tabs at the top where the vents are. Work it out to expose the mounting surface for the controls. The panel with the climate control ***** is either 3 or 4 Phillips #2 screws. For 1999 there are three connectors on the back: 7-pin plug on the left, a vacuum harness on the center switch, and a 2- or 3-pin for the blend door. Once you have the thing out just pop out the little black tabs that run around the edge holding the black face plate onto the white back to get at the bulbs.
