Clear coat or not

Clear coating them will give them a more glossy look and may help with rock chips....on the other hand, if you dont clear them you can always touch them up with a quick shot of bed coating to make em look new again.
guess that doesnt help much,me personally i wouldn't clear them.

Don't clear them.
Rustoleum truck bed liner isn't crazy durable, so you will most likely need to tough it up here and there. Which is pretty simple to do with a can of the stuff.
However, soon as you clear it, you won't gain that much protection (the truck bed liner will still chip off underneath), and now you will have to sand everything, re paint, and re-clear it for each time you want to touch up a rim.

Damn thanks for the help. Is there another more durable bed liner I can use on top of the rust-oleum? I used POR-15 as the base coat.

^^ agreed, not for this section, but anywho...
When did you topcoat over the POR15? If it was still a tiny bit tacky, you might not have problems. Personally now that they are painted, I'd just run them and see how they last. The Por15 should hold up, so worst case is sand them down to that, and find a stronger top coat to use.
I personally don't have any advice on strong top coats though. I just know rattle can bed liner sometimes sucks, and the defender Pro Bedliner I just rolled on the back of my jeep kicks ***. Idk if I would do wheels in that though.
